I haven't tested this yet cause I don't have enough to test with, but... In story mode, a level and a level link, counted as 1 whole level on the globe... but does that mean I can make technically 40 full levels if theres a 20 level limit? Or does linking the levels count as 2 but show up as one?

It will take 2 level spaces out of your 20, but to the player it still counts as one level. It won't say tat they beat it until they make it to the scoreboard
