Regenerating "Shield" with cool-down timer

I'm trying to make a "shield" for one of my already very complex UFO's, but I don't know how to incorporate a toggle switch (assigned button = "X") with a cool-down timer. Basically, I'm just temporarily disabling a projectile counter (to act as invulnerability) and adding a material tweaker to lethalize (plasma) some metal plates for visual effects. I have the projectile counter on a microchip, within another microchip (which is on the frame so it can count the shots), so i can disable the projectile counter microchip but it doesn't seem to reactivate after the cool-down, and the lethalization is still active. I don't have any pictures to help with the problem, but I honestly think it still wouldn't help cuz there's just too much stuff in just one vehicle, so if someone that's very experienced with logic and cool-down timers is willing to help me, my PSN ID is: "Shuriken_Star"2011-01-24 05:27:00

I'm no privy on the mechanics of the timer, so don't quote me on this... but if you set it to "count-up" and put the time already on the clock to the max amount, you could use it so that it emits a constant on signal to the counter (until toggle). X would toggle the timer to begin a count-up (or count-down, but I'm pretty sure it's count up), where the time the count-up takes is the time the invincibility lasts. When the count-up ends, the projectile counter is once again reactivated.

But remember, I'm not sure about this. For one, I'm not sure whether it's count-up or count-down which resets upon finishing - I suggest you experiment briefly and invert the output respectively.
