If you're talking an actual website, Moonfruit is good. It's a flash site and you can move your objects freely on your pages.

Webs.com is one that's always been popular too.

Webs is very easy to use. I'm using it myself, however, I switched to basic HTML mode so I had complete control.

You might also like to take a look at Wordpress and Joomla!

I'd suggest learning your HTML. But that might be a bit complicated to learn it by yourself. But it's the best way possible.
You can do it with Notepad++ (http://notepad-plus-plus.org/) and it's the only one I know, sorry.

Not much out there in terms of free web developing software, if you learn advanced HTML and java then an entire website can be created in notepad. Looking at the source code for this website is a good start to see how much code can be involved though.

I find adobe dreamweaver is a good program with a little bit of investment.

Try this link and have a look at a range of free tools for web development.

Just came back here to say this

There's an absolute load of HTML tips, tricks and tutorials out there. Wysiwyg web builders are great for HTML newcomers but I would highly recommend learning from them by making changes then looking at the source code. That's how I taught myself along with simply searching my problems on Google.

Take a look at w3schools.com (http://www.w3schools.com/html/default.asp), learning HTML can be a bit tedious and boring sometimes but it's well worth learning.

It's a round-a-bout way of HTML coding but if you're using Firefox you could download the Firebug add-on. Open up a blank tab and you have a free Design/Code view HTML editor. This does require you to know how to code though, it's not going to do it for you.

Make sackbook and I will do my best to advertise it to the fullest.

You don't have to advertise my costume site if you make sackbook and I advertise it. But i'd appreciate it.

No pressure, just do as you wish
