cool-down bar logic help

I'm trying to make a shooter level and i am having some troubles with the logic.

I am using the controllinator to move a cross hair around and i have a timer to show the cool-down-bar. I have it set to that when i press R1 the emitter activates and a sound emits and the timer counts up. When releasing R1 the timer resets to 0.

My question is :
1. How do I stop the emitter and sound functioning while the timer is full.
2. How do I get the emitter and sound to stay deactivated while the timer counts back down to 0
3. Get the counter to count back down to 0 over a period of a second

I am not very good with describing things with words and I am a visual learner, so I made a chart in paint, hoping that you guys could easily understand and help me out.

partial solution to problem 3

it SHOULD reset the overheat timer if u let go of R1 for 1 sec

Tried this out and it worked, I really appreciate you modifying the chart, it really helped out. Now only if I can get the emitter to stop emitting while the timer "cools down" * off to experiment*2011-01-23 23:32:00
