What countries other than NA will it be available on? Will it hit Latin America (Chile to be exact)?

NA is not a country I would ask that on specific region PSN forums, or send email to that countries SCE office

Germany, France and Australia are also confirmed, but the European CE is rather lacking compared to the NA version.

The only two regions I know of (and sorry if I'm extremely ignorant) are America and Europe. Both get a CE.

Have three types of regions, region 1, 2 and 3. If the game is region 1 and if your PS3 is region 1 the game will run normally, even with the second and the third i'm not mistaken is region Free, works on any PS3.

Where you read that? Mostly getting information from various (online) stores. If anybody from Spain, Italy, Norway... where-ever in Europe have been able to pre-order the CE or have seen ads for the CE in their stores, I'm happy to concede it's NOT just those three countries in Europe. As it stands... I only know of a UK, German and French CE. There is a possibility some gameshops will just import a version, of course. We'll have to wait and see.
