???????????????????????????? Oh those? Those are interrogation signs. (?) You use them at the end of a quasetion, to mark tha its a question. Online, used alone (???) usually signifies the person does not understand what someone else said, or that he/ she is extremely confused. They're the same, "QUestion Marks" is just the easier more common term, "Interrogation Sign" is the less common more 'proper' way to say it, but it doesn't really matter, you can call them whatever you want, Interrogation mark, Question sign, same thing.
