Does any1 know how to make water for a top down race lvl?

| Is it possible to make water look and move the same way like on beaches? But from a top view and on a thin layer. Ive played Sackro Machines: Seaside Circuit, Waterfall, and Sackro Machines Race your boat in my sink. How did these people made there water like that?
