Actually it's not from the god glitch, it was obtained through a glitch which was patched in 1.01, so seeing as you're on 1.00 you should be able to get it yourself.  All you need to do is heart the capture object tool, go into Basic Logic tutorial and I think the water material is used on the UFO, which you can capture using the capture object tool in your hearted.
