| The absolute best is Photoshop CS5.But, if you don't have ?640 to shell out, or the privileges for an educational discount then you may want to get GIMP, which is like Photoshop's (free) little cousin. | http://sai.detstwo.com/sai/ Paint tool sai is a very nice program. This is the fan translation that comes with extra brushes/textures. It's also got a pen stabilizer, a gauge that controls how slow your pen goes so you can make smoother lines.
