It shouldn't be too hard to make yourself. The costume pieces are pretty easy to figure out, it looks like the "American" shirt, pants, etc. I'm not sure if there are multiple ways to make stickers, but I find that building the design you want out of "blue wood" and then stickering it appropriately to get the desired colors, and then finally switching to "front view" to snap a picture is a pretty fool-proof system. The only really tricky part is coming up with the dimensions to build to to begin with. I made a template for face stickers which are by far the hardest to make, but with this costume those are unnecessary. I'll give you a big tip that I've found from making my costumes (which are the best I've seen on LBP if I do say so myself), build your chest and back patterns and then turn them on their side before snapping the picture, the tall rectangle is a much better fit than a wide one.
