Basically, the site owners and administrators can see who visited when, how long they were here, and what country, state, and general area they live in. This is all done by an IP address, which has information stored onto it, or something like that. So that is a way to lower the amount of spammers, as you can then block an IP address, which, would stop them unless they simply unplugged their router for five minutes, thus changing their IP address.
