Gifting XP?

| I was just wondering how to gift XP. I have been looking, but I couldn't find it - is it operational yet? Also, I don't have to pay for the XP, right? I mean, can I use XP I earned to gift someone? Although my friend did give me some, and it works (so far) fine, I think I will wait. I just wanted to know how to do it. In the meantime, I now can continue with what I had planned. Bwa-ha-ha-ha!!!
