It's a silhouette of a sackperson, the numbers are the amount of players that are playing the level at that moment. Push R2 and L2 in-game to change what it displays.

If you mean the sackboy thing, it is the amount of people playing that level at that moment in time, I have no idea if it take into account if they click play on my own but thats what it means.

I think only online players are considered, if all players were shown the numbers would probably be a lot higher...
