Erm... Sorry to disappoint you, but you misunderstood him. He meant you can still play the levels with water and the paintinator without the packs, but you can't use them in your own levels, think of it like how it is now in LBP1.

Erm... Sorry to disappoint you, but you misunderstood him. He meant you can still play the levels with water and the paintinator without the packs, but you can't use them in your own levels, think of it like how it is now in LBP1. Yeah. It just means that all of the DLC data so far will be included on the disc when it ships (no hefty update to download on day one to add all of the current DLC data to the game), you will still need to purchase the DLC (as that is what it still technically is) before you can use it.
