I'm pretty sure its just regular X-Men shown in Japan m8...
Just like you see anime in the U.S. and other countries, they also see crtoons and stuff from other countries.

In other words, Old X-Men cartton with Japanese dubs.

Going with what Silverleon mentioned, the artstyle is clearly very similar to the X-Men that played in the west in the 90s so he's probably right. Of course that's not to say that Japan hasn't completely repurposed Western characters for entertainment at times...

Adaptation decay probably doesn't even begin to describe this, and yet I can't help but imagine the guy who played Spiderman in this was more engaging an actor then Toby McGuire... And a more intruiging note:

As a rule, I don't really trust Japanese media to really faithfully adapt Western stories and characters (the less said about their interpretations of Wolverine, the better) but if nothing else they're good at portraying cool mechanized suits.

theres a wolverine anime as well but i like the look of the Iron Man.
that classic X-Men looked cool, why didnt we get that one

If it really was just a Japanese dubbed version of the 90s X-Men cartoon then we did. Well, "we" as in me and the rest of the people who grew up in the US in that decade. Dunno if it ever aired in the UK mind you. It was generally of good quality, but somewhat undermined by strange voice acting and general bizarre-ness overall.
