Question About Create Mode

Uh, sorry if this is in the wrong place, but here goes... I'm about half way finishing my first level on my game, and there's something I've been trying to do and I need a bit of help. @_@ It's a park-themed level, and I want a balloon to appear to float Sackboy up a ledge. However whenever I put a balloon in the level and attach some string and grabbable material to it, it just totally floats up straight away D= Is there any way to make it not float up until Sackboy grabs it?
