Need help with a little wheel logic!

Sorry if I've posted this in the wrong section.

But I'm currently working on a 2 person level and I'm trying to create a elevator that is raised by a wheel.
The wheel is a wheel in a ground that the player runs on, and as the player runs on it, it raises the elevator, if the wheel spins to slow, then the elevator will fall again.

I built a prototype with a magnetic switch on the wheel and several keys around the wheel with the switch set to directional and attached to the piston/wench. However, the problem with this was that you could simply balance the wheel to align it with a key that will keep the elevator rising without spinning the wheel.

I've seen this done in several levels and I'd like to do it myself.

If any of you have a solution I'd be very thankful!
If you have trouble understanding what I'm trying to create then I will try to simplify more.

Have a look at Rtm's level on wheely switches, and you can even copy the level, in order to disassemble some of the switches so you can see how it works. That's what I did.

I found that the 1st wheel switch was the easiest to pull apart - have a look in the sky above the wheel - that's the main part I think
