if someone puts a key from one of there levels in my lvl and then theyll be linked.and if so does the level have to be locked or can it be unlocked just so it can be linked.

It doesn't have to be locked. Placing keys in levels is a common way to cross-promote them: if people play your level and like it, then when it links to another level, they're more likely to play that one. I would recommend you don't overdo it: don't put more than four or five keys in a level; though I suppose that's just a matter of taste.
