Only if you have the right to load an animated avatar. Currently the only way to do that is by donating to the site. Hopefully the XP system will come back soon which will allow the purchase of packages to enable stuff like that once you have earned enough XP.

Well, previously with the exp system, you could purchase upgrades to your profile in order to get things such as Animated avatars and custom user titles. However as we are still waiting for an upgrade of the experience system, like JWW said the only way is to become a donor.
