My Tiff with Water [help needed]

I'm in need of some suggestions as to how I should go about making water brighter. I'll explain what I mean in a minute, but I honestly feel that the water (no matter what you do) is too dark when you're under it. It looks great from above, but when you go under, it loses that kind of...tropical feeling which is what I'm going for.

What I want:
- The turquoise/aqua color water to be bright and vibrant.
- I'm going for a reef style looks, so colors are obviously important.
- Warm look.

What I'm getting:
- Some faded out, tough to see blue.
- The colors are dulled way too much.
- It looks like a recent level that I helped make (which sends you through a cave, which would be presumably cold)

What I've tried to get this look:
- Adjust background fog, as well as water murkiness. It sure brightens things up, but then I lose the clear water effect that I want too.
- Using blue/green lights, however they create unwanted shadows which make other areas even darker. And they shine off some surfaces which I also don't want.
- Switching between all the backgrounds and adjusting the lighting in each one.

Any suggestions on how to get what I want are much appreciated. I'd love it if I could use the PoC background as well, as it'll go best with the level I plan on making. I just wish that underwater looked as bright as it does above water.

I once made some nice tropical water. Here's what I can remember for what I did:

-POTC background.
-Try different daytimes, I think I had my daytime on the middle of the slider.
-No fog, or maybe blue fog.
-No murkiness.
-Water bits might help.
-A bright material that shines nicely, I used the POTC sand, and dark rocks.
-I think I may have had the color adjustment that adds higher contrast, just try using the right analog stick to move the slider slowly to get different effects.

I don't have this level published, so I may get a picture.

Yeah...the background really effects the tint of water, the POTC background and the savannah background say make the water change different hues.2010-02-17 12:38:00

In addition to what's been suggested, I recommend you experiment with underwater lighting. The lighter blues and blue-greens (teal) lights do wonders for lighting up underwater sections without compromising the palette too much. I did this in Fireball Island with spotlight spinners in the second dolphin section if you want to check it out beforehand.2010-02-17 16:57:00
