On community moon there is point "Friends" in triangle menu. But there are no any levels or authors in my version. This point was before patch and it is there now. But how it works? Please help me, if you know anything about it.

I think its the section for your PSN Friends (which you can only add via PS3).

This area lists your friends from your friends list that you have from the PS3, if you don't have a PS3 then nothing will be listed there since you don't have any friends on your friend list. The only way to add people to your friends list currently is through the PS3.

I have my niece PS3, but I don not play much and all that I do on-line- download new level for her pleasure.
