I've heard there is acctually a gadget in the game that can do this if there is can u tell me where to find it

It's in creator pack one from the little big store, the global lighting tool. The pack is free but you still need to download it and play the levels to get the tools.

I think the original question was referring to a situation where you have for example the level turn from night to day mid level. As far as I know the only way to do this is to set you global lighting to one or the other,then adjust with either the addition or omission of individual lights to simulate the effect you want.

You just have to go to My Content and to the creators pack, then select the Global Lighting Switch.
