Underwater only rocket alternative/propellor

I think it would be quite nice if we had a tool that functioned exactly the same as the rocket, but only when it is submerged in water. I find it a bit messy when your boat planes beautifully and then enters a manic spin in the air. Constructive criticism/development ideas please! Maybe, but I'd prefer it to only work in water without the need for logic (not that I can't do logic, I'd just like to be able to emit it).
