Where is the JetPack object in LBP PSP?

| Maybe I'm just a huge noob but I can't seem to find it in create mode. I'm at Tinsel Town in the story mode and have yet to find the jetpack object. I've been going back to the beginning and trying to 100% all levels but would appreciate someone pointing me in the right direction.
