Can the water beta tester publish their created levels with the add-on with-in their level for others to play or is it a create and use for your use only type deal

The beta client is a seperate client. In other words, they're not connected with the rest of LBP, in other words, any levels with "water" in them are pure BS.

Nope, it's done separately. The beta is essentially a completely separate game. you have a different profile and different moon and there is a different set of published levels and cool pages etc. Are you asking because you got into the beta today? If not, then remember that we aren't actually allowed to disclose info about the new features.
