It just appears to be the global settings switch from Creator Pack 1 ... although with some metal tabs on it (older model of it from MGSDLC era? - or maybe PSP model?).

Maybe. But, the MM Tips Special 2 came out in April. Do you think they were working on LBP PSP in April?

Of course they were. LBP was released in 2008; it had been in development since c. 2005. Given that the PSP version has to deal with downsampling the video, slower processor speed, and new content, I would be flabbergasted if they hadn't been working on it since release of the PS3 version and probably earlier. A lot of the tips videos and certainly the video tutorials were made with pre-release content, which accounts for some discrepancies (minor) in icons in the popit and occasional nomenclature.

That's a GLT. There was an image change between it coming out in the MGS pack and in the create pack. I remembers things

It's like how we saw that other icon for the Enhancement Remover. It's just the image they used before it was finalized. Also, Cambridge Studio is developing the PSP version, Media Molecule isn't involved with it like that.
