You get LittleBigExperience points for every time someone reps you positively or you rep someone at all, so I think that's pretty fair.

There's already a list of the highest people who have rep. Go to member list, and click the reputation button (It sorts it). And there ya go. Edit: Forgot to say something. xD An award for most rep has abuse written all over it. (IMO)

You can also see what you've been repped for if you check the "User CP" Well, that should've been obvious lol. But you can't see who repped you, only staff members can. That's why you should ALWAYS leave your name in the comment.

Erm, custom user title, more message space, more avatar space, and with Elite I think you're able to see more details of what people are doing, e.g. who's profile they're looking at etc. And it is possible, it's been implemented on other forums
