In online create, what if one person has mgs pack and the other doesnt? Will they not be able to work together? The one who doesnt have the stuff just cant use the mgs stuff the other made?

I'm guessing that you can be in the same create session as someone with a pack you don't have but when they leave so do you and you need to join the level creating process again with someone with the pack. That would stop template levels where someone shoves down a bunch of paintguns for you, they leave and you can edit at your leisure.
