I would guess around the same time that all new content shows up. I forget exactly, but seems like that is after 4pm est or maybe it is around 8pm est on Thursday? Well just as I thought, that big ugly flower on the robe renders it completely useless for custom costumes. The hood is not very good either as it is highly reflective of light.... almost as if it's some sort of plastic texture.
